Can't help but wonder if those are in response to all the graffitti & vandalism in that area. A way is needed to notify train crews if the signals are active, and these are above the normal reach of the average can of spray paint.
I've never seen a tagger carrying an extension ladder, but I suppose that's possible.

what are the chances those signals could be in quiet zones and those lights are just to notify the train crews the signals are working. Could just be a cheap design of the wayside horn without the annoying digital train horn.
