Always interesting when something normally used to mount side lights holds the main lights on the mast instead. But I can't say I've seen the practice used with a cantilever signal before.
I'd almost call this a 1 1/2 cantilever.

I wish there were ways to move those annoying telephone poles out of the lights' way without having to resort to adding on side brackets, but alas, I'm sure that'll never happen.

At that point, why not just put two overhead lights on the cantilever? The extra signal on the opposite side of the approach takes care of having lights closer to ground level... and in a way, the side lights aimed off to the business driveway seem as though they could have been mounted on the cantilever signal instead of across the street.
