Very odd. Doesn't make any sense since the road is flat and no curves in either direction. Maybe just a singal maintainer trying to be different?

It almost looks like the lights are too big to fit between the bars on the cantilever so they had no choice but to mount them the way they are.

I get the impression that those lights came off of a regular mast somewhere, and that's how they could be mounted on a cantilever with having to disassemble & rewire the spider.
