Those are there so that the maintainer wouldn't fall down while working on the signal. If you noticed, the ground is lower right there from where the signal is actually mounted.

Seen a large number of those in my travels, especially along CSX lines. NS seems to prefer to pile-up gravel around their signal bases to give the maintainers enough room to work.

This one looks to have a Safetran mechanical bell, which are somewhat rare on CSX lines, especially in Tennessee:
