Many Madison crossings should NOT have "Quiet Zone" headers

In Madison, Wisconsin, only the crossings I listed in the request thread should have had their header graphics changed to have the "QUIET ZONE" text. There are a few exceptions that have since been upgraded, but the "24 hr" quiet zone information on the FRA listings is out of date and WRONG. Trains are required to sound a long-long-short-long as usual at all gateless crossings open to vehicular traffic. For example these

just to point out a couple are not in a quiet zone and the FRA should have changed that information years ago. Mike, DON'T change any more gateless crossings (and many gated) that you haven't done already, except Division Street which is listed below.

The only two upgraded/altered-since-last-photo update exceptions currently on the site are:

which ARE now truely in quiet zones. More on those later.

All headers have been fixed. There were about 10-15 or so I had to fix, but they should all read the correct things now.
