Since the power lines to the grade crossing cabinets have been severed and removed, and gates broken and continuing to fall apart, does this indicate the future of that line?

I'd kill power, and change the signals down to crossbucks, but the FRA muddles in those kinds of things unfortunately...

Yes. I'd want to at least place [EXEMPT] signs on them and remove the STOP signs from crossbuck signs.
Think of all the fuel and pollution and brake wear that would be saved!
