GRS type K relay question

Had a chance to observe something interesting today. There was a signal that was activated, despite no trains being on the track. After the call to the RR was placed, a RR employee showed up to "fix" the signal. Turns out he wasn't a signal maintainer, the real signal maintainer couldn't make it because of snow. After a while on the phone with the signal maintainer, the solution was to take a GRS Type K relay and turn it upside down, which made the signal turn off. (I was told that was just a temporary fix, that the signal maintainer wound be down the next day to fix it for good.) What does turning the relay upside down do?

once a signal relay drops it activates the signals
if you flip it upside down the relays contacts disconnect and the signals shut off
