Signals not active

Came across this picture from Illinois and the crossing (A quad. crossing) doesn't appear to be active.

I know the reason for that! I saw this work being done last weekend on my way home from Chicago.

They are upgrading the track north of Lincoln right now. That of course is a ballast train and the caption indicates the train is dumping rock. That crossing is being manually flagged which is why there is a car parked close to it.

You can also see a brown outhouse just past the crossing for the workers to use. And the white vehicle you see down the road past the crossing is a Union Pacific bus used to shuttle the workers to the worksite. I presume they are staying at a hotel in Lincoln.
