If it's the lights you are wondering about, yeah they seem strange. I have seen those before. Don't Know their brand name though. Also notice the broken counterweight arm on the right side signal.

Those are Alstom light fixtures I believe.

I was talking about the counterweight arms, but I have been wondering about the lights. They are very common on former SP installs, especially on Wabco installs.
