There are still several several places across the United States that use the white strobe lights at traffic signals, but it is indeed illegal on a federal level, with no room for state or local exemptions. I believe those are an Econolite polycarbonate signal.

FOUND IT! After doing some more digging after you called out the Econolite namebrand, I found two definite candidates. These are either GTE polycarbonate, or Eagle Mark IV signals, depending on how far the "bubbles" stick out in the back. The ...

I can kind of understand all the lights on the cantilever for the approach lanes from the south... since it's higher speed traffic that will approach the crossing and then the traffic signal, but I can't understand having three sets of lights on the cantilever plus two mast signals, plus back facing ...

As far as I've always heard, it was designed to simulate the old wigwag indication for "stop", but without any moving parts.

You're probably done with this project, but if you work on it further, here are some other variations of the stop beacons that I've saved from Google Maps and Google image searches.... for similar reasons.
