What is this? I dont see any roads so is it a wayside signal, buy why is it yellow if a train is going past in the opposite direction?

I'm familiar with that area since it's close to where I live.
I'm guessing that's the Eastbound approach signal for the Government Bridge (swing span) over the Mississippi River.

I guess the D=Drawbridge in this case then, I'll read up on CSXT line rules for draw and swing bridges and also check out signage.
