This really isn't related to crossing signals but I took a video today of NS 5985 going underneath me. In the beginning of the video, you can faintly hear the Quietdale Dr. crossing start up and there are some people who cross in front of the train even though the crossing is active. http://www.youtube.com/watch?v=irxTpizUq0M&feature=plcp
The HMCRR line does not have any train signals along the tracks.

Not a track circuit signal, that's a traffic light/crossing indicator. Red aspect when the traffic light is green for traffic and yellow aspect when the light has been Preempted and is stopping traffic for railtraffic.
And it better be a yellow aspect on the bottom.

Ah, that makes since, thanks for clearing that up.
Although, I wonder why there isn't any others at the crossings with traffic lights at them and it only has two lights from what I can tell (I have only seen it while going southbound on Memorial Parkway and the times I have looked at it the bottom light was on).

The bottom Aspect better be soild red and it should be lite until a train Preempts the traffic lights and go to a toplight aspect that should be yellow.

To "Interconnect" means to connect together, IE, activate at the same time.
Traffic signals are not truly pre-empted, unless there is a predictor unit inside the case with AX outputs to activate an outside source (Traffic signals, UAX/DAX, etc.) at a pre-determined time before the crossing activates.
Also, if the traffic lights change based on a train approaching, there would have to be some type of train detection circuit somewhere, be it a track circuit, magnetic, IR, or even a remote or manual control to activate it. Of course, the indicator for the train would be based on the status of the signals that were activated off the train detection.
