Check out this pedestrian crossing I found in Virginia. Don't know for sure if it qualifies as a bell only, as it appears to have strobe lights on both signals.

If that was the case, I'd have to wonder why they'd just chop off most of the wig-wags' masts but leave the relay case and move one of the bells down. Seems like a waste of time and money to do that if they're going to downgrade the crossings to crossbucks (with a bell in one instance).
