Check out this pedestrian crossing I found in Virginia. Don't know for sure if it qualifies as a bell only, as it appears to have strobe lights on both signals.

If I had to take a guess... all 3 of those used to be wig wags at one time.
If that was the case, I'd have to wonder why they'd just chop off most of the wig-wags' masts but leave the relay case and move one of the bells down. Seems like a waste of time and money to do that if they're going to downgrade the crossings to crossbucks (with a bell in one instance). I don't see anything that looks like it may have been a base or a foundation at the crossing either, so if there were any wig-wags, they'd have to be on the relay cases.
It also makes me wonder if any of the relay cases are hooked up to power and/or if that bell even works anymore.

Yeah... I see what you mean now. Those are probably too far off the road to be remnants of a wig wag.
