Looking at it again, it appears that the upper two red beacons are in a flash cycle. I didn't really think that one through.
If you go far from the crossing in either direction the signals are still active, I would think that a crossing on a small industrial spur would activate when equipment is closer to the crossing, I can't image a setup like this would have the signals timeout if a train (or in this case a loco) isn't at the crossing though.
