I wonder if the reason that they installed full signals instead of just gates for the sidewalks is because the sidewalks are kind of far from the crossing. But why did the previous setup setup just had mast signals for the sidewalks without gates?![]()

That road, despite being ~5 lanes at the crossing, don't look too busy. In fact, it drops to four lanes just beyond the crossing.
