This crossing in the Netherlands still retains the lower-toned mechanical bells!

It appears the other ones along this line that had mechanical bells have had them replaced...

This is just a guess, but that business is an auto repair shop, looks like it has been for a long time. So... there are cars parked in the area in front of the signal periodically.
