I assume that these sensors detect vehicles and make the light go to red. Not really a bad idea but that house has clearly been unoccupied for a very long time!
Yep, They can't remove the signals since the road is narrow for a few hundred yards. That is why the signals were installed. Otherwise, without the signals. People would drive over and run into another car and one would have to back up for that vehicle to pass.

They use "microwave sensors" to detect vehicles. Some lights in driveways or businesses use a pushbutton unit to change the lights to red so they can get through without causing an accident.

Also, it's worth noting that Google Street View turns 10 today. I wonder what's the oldest street view image on Google Maps?

Looks more like the removal of an old cantilever to me. Also, it appears they may be doing an LED upgrade there.
