Looks like a stand for a temporary construction sign. They were doing road work there around that time if I'm not mistaking, I don't remember if it was related to the railroad line.

Here are some examples of what I mean by a temporary construction sign.

The signal just looked rather familiar.
That's how I spot crossings like that too. Although I just know the states that have coverage as well.
