A Safetran bell on an abandoned crossing that was for some reason replaced with a rusted WCH Mechanical Bell yet this line has been OOS for years.

It may not necessarily be out of service, though. It may see use like 1-2 times a year, and that's it.

It is. In fact, IIRC, that's the line that the Indiana Transportation Museum used to operate, prior to being evicted by the city of Fishers, IN (IIRC, due to Fishers getting rather hostile with the museum). I believe the crossing above had long been out of service prior to that though.
