That's actually Sulphur Springs, not Seminole Heights.
Here is a Pratt Avenue crossing in Poland, the mechanical bell to the far left only lets out two rings before it dies for the remainder of the video, the bell to the right has been horribly modernised with a buzzer.

Sounds like the hammer's starting to wear through the gong at the point of contact. Either that or it's been over-tightened. Loosening and rotating the gong could fix things up.
