I don't think it's a malfunction:

That piece of equipment is pretty far from the crossing and appears to be stationary.
It can appear to be stationery because GSV doesn't capture video :Tongue1: but also, you don't know how far back the detection equipment is either, and it could have very well triggered the signals

Obviously it doesn't. :LOL3: I didn't really think that one through. If you go far from the crossing in either direction the signals are still active, I would think that a crossing on a small industrial spur would activate when equipment is closer to the crossing, I can't image a setup like this would have the signals timeout if a train (or in this case a loco) isn't at the crossing though.

Looking at it again, it appears that the upper two red beacons are in a flash cycle. They're on-and-off as GSV goes through and passes on by the signal.

I noticed that too when I went further from the crossing, I thought that was pretty strange sense HAWK signals alternate when flashing, not simultaneously.

Since GSV has been going around Melbourne recently, they've captured several of the dreaded LXRA signs seen at crossings that they're gonna grade separated...

Looks like we have a maintainer hard at work here, attempting to see if the lights are visible to traffic with the sun directly behind them.
Well, :Censored:

Also looks like some grade replacement was going on there as well.

In case you missed it...

I didn't even know it was there until I saw it active in the Streetview!

Also, this looks to be a wooden wishbone gate!
